Humanitarian Mine Action DTL

Humanitarian Mine Action DTL in Basrah: Overall purpose of the role: The HMA DTL will support the HMA TL with the oversight of HMA Team Members and Paramedics involved in DRC HDP Humanitarian Mine Action (HMA) activities. The HMA DTL will support the HMA TL in the planning and execution of survey / BAC and EOD/IEDD tasks supported by line management. This includes administrative and logistical planning and implementation.

Responsibilities:-

HMA Operations

  • Support the HMA TL in the execution of survey/BAC /EOD/IEDD tasks assigned by Line Management
  • Conduct survey/ BAC/ EOD/IEDD in accordance with DRC HDP Standard Operating Procedures (SOPs).
  • Support HMA TL in the execution of her/his duties.
  • In the absence of the HMA TL, assume all HMA TL tasks and responsibilities.
  • Ensure conformity to all DRC HDP SOPs.
  • Support the HMA TL in the deployment of HMA Team Members on the task site.
  • Support the HMA TL in the on-going acquisition and reporting of information about current task sites and other priority task sites within your area of operations.
  • Ensure that all infringements of DRC HDP SOPs are corrected instantly, and reported to line management, however minor they may seem.

Logistics and Warehouse Management

  • Support the HMA TL in the administrative and logistics management of the DRC HDP team as a whole.
  • Ensure the security of all team equipment and vehicles.
  • With the HMA TL carry out inspections of all equipment at regular intervals (at least once a week).
  • Support the HMA TL in ensuring that the team vehicles are serviceable and that vehicle checks are carried out prior to deployment to tasks.
  • Report any broken, faulty or missing equipment to your line management immediately on observation to your line management for servicing or re-supply.

Team Leadership

  • Support the HMA TL in the management and supervision of the individual team members including attendance, disciplinary and security information.
  • Promote strong work ethics within the team.
  • Ensure high standards of conduct are promoted and that DRC’s Code of Conduct is adhered to..
  • Be respectful to colleagues, line managers, other DRC staff and beneficiaries.
  • Report the following information to your line management as it applies; personal attendance, disciplinary issues, logistical issues and security issues.

Miscellaneous:

  • The duty station is Mosul and the HMA DTL may expect to spend long days in the field, in varying weather conditions, to conduct her/his work as described.
  • The HMA DTL is expected to conduct her/his work in a loyal and efficient manner.
  • The HMA DTL is expected to show initiative and commitment to the goals and objectives of the DRC HDP effort and Humanitarian Mine Action in general.

Experience and technical competencies:

  • Mine Action experience
  • An understanding of INGO terminology and processes.
  • Fluency in spoken and written Arabic and ability to understand, speak and write English
  • Excellent IT skills; Microsoft Word, Excel.
  • Team player.
  • An understanding and commitment to DRC aims and values.
  • Basic Care Provider training (Basic First Aid)
  • Driving license for car

Education: (include certificates, licenses etc.)

  • IMAS EOD level 3 or equivalent.
  • IMAS IEDD level 3 or equivalent
