Information Management Officer

Information Management Officer in Warsaw: The Danish Refugee Council is currently looking for a skilled and experienced Information Management Officer to join our team in Warsaw, Poland.

The Danish Refugee Council (DRC) is a leading protection agency whose mandate is to promote and protect durable solutions to conflict and displacement-affected populations on the basis of humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and in the neighboring countries of Poland, Romania and Moldova, and wider Europe. DRC has been operating in Ukraine since 2014, following previous operations in the 1990’s and between 2007-2013.

Over the years, DRC successfully maintained its presence in the government-controlled areas (GCA) and adapted its programs to provide early recovery and durable solutions to people affected by the conflict including IDPs and communities living along the contact line, as well as reduce the threats of explosive ordnance with a growing humanitarian mine action program.

Due to the ongoing conflict that began on Feb 22, DRC opened offices in Poland, Moldova, and Romania to provide support to displaced populations through a partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.

About the Job

Reporting to the MEAL Manager and, under the technical guidance of the Information Management Coordinator, the Information Management (ΙΜ) Officer will provide general data information management support to DRC Poland and Implementing Partners. The role will provide technical solutions and support in reporting, data collection and integrity, data analysis, and information management systems and ensure that all processes are in accordance with DRC standards. In close collaboration with the MEAL Manager, Officers, and Specialist, the position will cover activities in Warsaw, Gdynia, Krakow, Wroclaw, Lublin, Rzeszów, Przemyśl, and Medyka.

Support Programming and Project Implementation

  • Support the MEAL Officers with IM needs, such as entering, managing, analyzing, and visualizing data and information using Excel, Power BI, and/or other visualization and data management tools.
  • Support the MEAL Team in daily activities, such as the development of forms and survey databases as needed.
  • Enhance the Information Management System (IMS) currently in place in DRC Poland and support the development and roll-out of new databases in collaboration with the MEAL Team and the wider Programme Unit.
  • In collaboration with the MEAL Team, maintain a web-based platform for capturing and sharing implementation data and information.
  • In collaboration with the IM Coordinator and the Protection Team, develop and maintain an informal referral system for Protection Information Management purposes.
  • Provide capacity building on IM to DRC and Implementing Partners’ staff.

Information Management

  • Contribute to improving IM processes to increase accuracy and/or simplify/streamline activities.
  • Develop tools and databases for capturing/collecting and analyzing data, and for improving data flow and information-sharing processes.
  • Ensure the proper centralized storage and accessibility of program data and information using SharePoint.
  • Ensure high quality and timely external reporting, including – but not limited to – ActivityInfo.
  • Contribute to the improvement and automatization of the reporting process.
  • In collaboration with the IM Coordinator, ensure that data flow and storage adhere to the recommendations set out in the Data Protection Standard Operating Procedures.
  • Act as a focal point for IM-related issues for DRC teams and Implementing Partners.

Data Quality, Analysis, and Sharing

  • Create online forms in KoBoToolbox to support program implementation, monitoring, evaluation, and learning.
  • Ensure that all sources of verification are cross-examined prior to reporting.
  • Ensure regular monitoring and cross-checking of entered data, reporting any issues and changes to the MEAL Manager and/or the IM Coordinator, as well as keeping the relevant reporting focal point(s) up to date.
  • Ensure the identification of appropriate data sources and the timely and effective collection of data.
  • Contribute to the drafting of monthly project reports, including accurate data analysis.
  • Produce and update information products, such as reports, charts, infographics, and other visual materials in order to support and improve project implementation and reporting.

About You

To be successful in this role we expect you to have at least 2 years of proven, relevant experience in a similar position ideally in humanitarian aid or emergency response programs. Moreover, we expect you to have:

  • A Bachelor’s or Master’s degree in Information Technology, Information Systems, Computer Engineering, Social Sciences, or a related field.
  • Technical skills in database development, cloud-based technologies (especially SharePoint), data visualization, and analysis (qualitative and quantitative).
  • Excellent Microsoft Office skills, particularly in Excel.
  • VBA scripting experience and familiarity with GIS will be considered as an advantage.
  • Strong experience with PowerBI and data collection tools, such as the KoBoToolbox.
  • IMS and/or Monitoring & Evaluation experience in humanitarian or emergency response programs will be considered as an advantage.
  • The ability to think critically about IM, triangulating data when needed and with minimal guidance.
  • Excellent visual design sense regarding the clear and accurate presentation of data.
  • Full professional proficiency in English.
  • Professional proficiency in Polish, Ukrainian, and/or Russian is desirable.

We Offer

  • Contract Length: until 31.12.2023
  • Band: Non-Management, H Base salary range: from 11995 to 15320 PLN gross per month, based on experience.
  • Duty Station: Warsaw with frequent travels to field locations (Gdynia, Krakow, Wroclaw, Lublin, Rzeszów, Przemyśl, and Medyka) and additional ones, as required)
  • Start Date: Asap
